On May 28, the CPPCC Zhenhai District Committee convened its 46th Chairperson Meeting of the 11th Session, along with the "Ala Zhenhai in Consultation" event, focusing on the theme of "Properly Addressing Hot and Challenging Issues in Grassroots Governance to Promote the Construction of a Peaceful District of Zhenhai".
The meeting was chaired and addressed by Lin Daji, Chairperson of the CPPCC Zhenhai District Committee. Attendees included Vice Chairpersons Huang Xianghua, Luo Longli, Weng Guoguang, Mao Qunyi, Ma Zhenwan, and Dong Guojun, as well as Secretary-General Chen Kai. Zhou Fangtao, Deputy Secretary of the CPC Zhenhai District Committee, Director of the Social Work Department, and Secretary of the Political and Legal Affairs Committee, was invited to participate. At the meeting, the Social Work Department and Political and Legal Affairs Committee of the CPC Zhenhai District Committee reported on relevant work. 6 CPPCC members actively offered suggestions on hot and challenging issues such as "Strengthening Standardized Property Management in Residential Communities" and "Improving Rights Protection for Food Delivery Riders", based on their research and practical working experiences. Representatives from relevant departments, including the Social Work Department, Political and Legal Affairs Committee, District Public Security Bureau, Human Resources and Social Security Bureau, Construction and Transportation Bureau, and Bureau of Commerce, responded to the members' opinions and suggestions one by one.
Zhou Fangtao fully affirmed the suggestions put forward by the CPPCC members. He noted that there is still a gap between the current grassroots governance capabilities and public expectations. It is necessary to update concepts, adhere to the dual-drive approach of governance and service-providing, coordinate overall and local efforts, integrate innovation with tradition, and continuously strengthen the foundation of grassroots governance. Key areas and critical links must be targeted, with focused breakthroughs, precise efforts, and practical actions to continuously improve the grassroots governance system. Distinctive highlights should be developed by deepening peace-building initiatives, enhancing the standardized construction of social governance and comprehensive management centers, and continuously improving grassroots governance efficiency. Details must be refined, using “micro-innovation, micro-improvement, micro-adjustment, and micro-enhancement” as solutions to continuously invigorate grassroots governance.
Lin Daji emphasized that grassroots governance is a foundational and overarching task. We must adopt a problem-solving approach, focus on key areas such as ecological protection and workplace safety, and persistently implement targeted measures. A collaborative pattern of multi-party governance should be established, strengthening the “central nervous system” role of the Party and the government while activating the “capillary function” of social forces, fostering positive interaction between government governance, social regulation, and public self-governance. Moving forward, the CPPCC Zhenhai District Committee will continue to focus on the broader topic of grassroots governance, selecting different entry points to provide targeted suggestions. It’s hoped that all members will leverage their strengths, serve as “bridges” for policy publicity and “links” for public feedback, and jointly contribute wisdom and strength to achieve “favorable governance in Zhenhai".
