In the afternoon of June 12, Lin Bin, Secretary of the CPC Zhenhai District Committee, inspected typhoon and flood preparedness and conducted river patrol work. He emphasized that as the flood season is currently underway, it is crucial to resolutely implement General Secretary Xi Jinping’s important directives on disaster prevention and mitigation, foster a sense of responsibility of "constant vigilance", strengthen bottom-line and extreme thinking, and carry out all flood and typhoon preparedness work with higher standards, stricter requirements, and more concrete measures. District leaders Lin Huiyu, Yang Chengzhi, and Liu Bo participated in the event.
Lin Bin firstly visited the Qingshuipu Sluice Station to inspect equipment operations and review flood preparedness measures. The Qingshuipu Sluice Station is a major livelihood project that maximizes the benefits of Zhenhai’s eastern and southern drainage system, enhances flood control capacity, and improves the water ecosystem. Lin Bin noted that hydraulic engineering serves as a "solid barrier" against floods and typhoons, and it is essential to ensure fail-safe equipment operation, on-duty personnel readiness, and precise, efficient emergency coordination to fully leverage its flood control and drainage functions.
In the Qinyong Village, Zhuangshi Subdistrict, Lin Bin listened to reports on the village’s flood preparedness, including emergency shelter arrangements, material reserve, and duty protocols, etc., and conducted a river patrol along the Yongjiang River. He then visited the village’s "Tianji Net" meteorological observatory to monitor rainfall, temperature, wind direction, and speed. Lin Bin stressed that grassroots units are the "last mile" in implementing the responsibility for flood prevention, calling for more detailed contingency plans, better-stocked supplies, and stricter accountability. He also highlighted the "sentinel" role of modern monitoring equipment to provide robust data for accurate early warnings and scientific decision-making.
Later on, Lin Bin visited the Zhenhai District Meteorological Bureau to inspect the early warning center, review forecasts for the ongoing plum rain and typhoon seasons, and assess the deployment of the "Tianji Net" weather stations across the district. At a subsequent work meeting, after hearing reports on disaster prevention, environmental meteorology, lightning protection, and agricultural services, he urged officials to remain vigilant, enhance monitoring accuracy, and track weather trends closely to improve forecast lead times and precision. He emphasized ensuring smooth release of warnings and effective dissemination to activate the "first line of defense".
He called for meticulous flood control measures, a coordinated approach, and targeted inspections of weak spots to achieve closed-loop hazard management. Emergency evacuation plans should be refined, and emergency response teams’ capabilities must be upgraded to build a comprehensive safety net. Lin Bin also advocated deeper technological empowerment, leveraging AI and big data to expand meteorological services in urban operations, portside petrochemicals, and low-altitude economies, thereby boosting support for socioeconomic development.
