In the afternoon of April 30, the Zhenhai District held a meeting on building a higher-level safe and law-based Zhenhai & CPC Zhenhai District Committee Social Work Conference.
Lin Bin, Secretary of the CPC Zhenhai District Committee, emphasized at the meeting that the entire district must thoroughly study and implement Xi Jinping Philosophy on Rule of Law and Secretary General Xi Jinping’s important directives of the leadership on safety development, legal construction, and social work, fully adopt the holistic view of national security, and accelerate the modernization of the governance system and capabilities with an "integrated and coordinated" approach. He urged efforts to prevent risks, ensure stability, and promote development, striving to deliver high-quality results in balancing development and security.
The meeting was chaired by Tong Huaqiang, Deputy Secretary of the CPC Zhenhai District Committee and District Mayor of the Zhenhai District. District leaders, including Zhu Fachuan, Lin Daji, Zhou Fangtao, and so on, attended the meeting.
The meeting reported on the district's progress in safety-building, legal construction, social work, and petition handling, as well as the social situation in the first quarter of the year. Relevant materials in writing were reviewed, and five units, including the District Public Security Bureau, delivered speeches for exchanges.
Lin Bin pointed out that safety is the foremost priority for people's livelihoods, and stability is the foundation of development. He stressed the need to balance development and security, firmly grasp the dialectical relationship between safety, rule of law, and social work, and maintain risk awareness and a sense of responsibility in the face of new challenges from internal and external changes. He called for strengthening bottom-line thinking and proactive measures. It is essential to deeply understand the scientific connotation of "stability as a hard task", clearly identify "where the risks lie" from the perspective of "internal and external factors interacting", accurately grasp "what the bottom line is" from the dimension of "local impacts on the whole", and scientifically assess "what the trends are" from the perspective of "quantitative changes leading to qualitative changes", consistently preventing and resolving risks. It is crucial to recognize that "the rule of law is the foundation of good governance", promote the concept of "resolving issues through the law", enhance the ability to "handle affairs in accordance with the law", solidify the foundation of "relying on the law to achieve success", and accelerate efforts to address shortcomings in legal construction. The directive that "social work must be strengthened" should be thoroughly implemented by continuously optimizing "unified mechanisms", iteratively improving "sound systems", and focusing on changes in "emerging fields" to make social work more people-oriented.
Lin Bin emphasized that the current characteristics of safety-building, legal construction, and social work, such as diversity, dynamism, and developmental nature, are becoming increasingly evident. He called for grounding efforts in the "big picture" of high-quality development, highlighting the "first principles", and creating a county-level model for modernizing the social governance system and capabilities. It is imperative to firmly grasp the "fundamental" aspect of political security, strengthen coordinated prevention and closed-loop implementation, continue the fight against terrorism, and enhance cybersecurity capabilities. The "central" task of safeguarding development must be firmly upheld by deepening reforms and creating a first-class business environment. Public security, as the "key focus", requires strict management of hazardous chemicals, road safety, fire prevention, and other critical areas, while addressing prominent issues such as telecom fraud and "civil disputes turning criminal", to resolve conflicts early. The "foundation" of grassroots work must be firmly secured by ensuring Party organizations cover emerging fields, strengthening grassroots governance teams, reducing burdens on grassroots units, and facilitating channels for suggestions to integrate more social forces into safety governance.
Lin Bin stressed the need to enhance collaboration, take proactive responsibility, and form a social governance community where "everyone has a role, fulfills their duty, and shares the benefits". Efforts should balance vitality and order, resilient governance and rigid governance, and find the equilibrium between development, security, and stability. Transition from "back-end governance" to "front-end prevention", from "superficial safety" to "intrinsic safety", and from "solo efforts" to "multi-pronged approaches", and continuously improve knowledge renewal and emergency response capabilities to make a new dynamic for positive interaction between high-quality development and high-level safety.
