In the morning of April 17, our district held a plenary meeting of the CPC Zhenhai District Committee for comprehensively deepening reforms, combined with a regular meeting on advancing the high-quality development and construction of a pioneering demonstration zone for common prosperity. Lin Bin, Secretary of the CPC Zhenhai District Committee and Director of the Zhenhai District Committee for Comprehensively Deepening Reforms, presided over the meeting and delivered a speech. He emphasized the need to thoroughly study and implement the important directives of the General Secretary Xi Jinping on comprehensively deepening reforms, fully carry out the decisions and deployments of the CPC Central Committee, the CPC Zhejiang Provincial Committee, and the CPC Ningbo Municipal Committee, and promote the implementation of major reform tasks with high quality to inject strong momentum into Zhenhai's high-quality development and the construction of a pioneering demonstration zone for common prosperity.
The meeting reviewed the drafting of the work priorities for the CPC Zhenhai District Committee for comprehensively deepening reforms in 2025 and deliberated on relevant reform plans.
Lin Bin pointed out that this year marks the conclusion of the 14th Five-Year Plan period and the planning period for the 15th Five-Year Plan. Scientifically planning and advancing further comprehensive reforms is crucial for Zhenhai's high-quality development and the construction of a pioneering demonstration zone for common prosperity, as well as for continuously opening new prospects in modernization. It is essential to persist in genuine, capable, and effective reforms, fully take Zhenhai's actual conditions into consideration, and steadily and orderly advance the implementation of various deployments.
Lin Bin emphasized the need to accurately grasp the direction of reforms. District leaders in charge should personally plan and lead, regularly study, and coordinate advancements. Responsible units should further refine work measures, using breakthroughs in key areas and critical links to drive comprehensive progress in reforms across all sectors. It is necessary to base reforms on developmental needs, identify breakthroughs and entry points tailored to local conditions and realities, actively seek support from higher-level pilot programs, and establish mechanisms that encourage innovation and tolerate trial and errors. Reforms should be carried forward by successive leaders, balancing the scale, pace, and effectiveness of reforms to produce more outcomes that benefit both the present and the long term. Reform capabilities and methods must be enhanced. Focusing on the broader development goals, public expectations, and future trends, efforts should concentrate on replicating and promoting successful experiences, promptly summarizing and refining reform practices to form a complete closed loop. The timing of reforms should be carefully managed, adhering to objective laws, highlighting key tasks, and emphasizing collaboration to ensure all reform measures are implemented thoroughly and effectively. Overall synergy must be strengthened. A "unified chessboard" mindset should be firmly adopted, mechanisms optimized, and a conducive atmosphere fostered. Positive incentives for reform-oriented personnel should be improved to ensure alignment and concerted efforts, driving the successful implementation of reform projects.
