In the morning of February 22, Lin Bin, Secretary of the CPC Zhenhai District Committee, emphasized during an investigation at the Administrative Committee of Zhenhai Economic Development Zone that we should improve our political stance, strengthen our sense of responsibility, anchor the goal of "building a high-quality Zhenhai Integrated Circuit Industrial Park", focus on "grasping construction, strengthening support, and expanding sources", and adhere to the dual wheel drive of "project attraction + factor guarantee", accelerate the construction of the integrated circuit industrial park with a sense of urgency that cannot be waited for, and provide strong support for the demonstration of Zhenhai as a pioneer in writing a new chapter.

At the Administrative Committee of Zhenhai Economic Development Zone, Lin Bin inspected and learnt about the construction of the Zhenhai Integrated Circuit Industrial Park, and held discussions to listen to the progress of the park construction and the difficulties and problems that exist. District leaders of Qian Rong, Mei Haiping, Gao Xiang, and relevant department heads attended the meeting.

Since November 2022, the Administrative Committee of Zhenhai Economic Development Zone has reorganized its responsibility for the development, construction, and management of the integrated circuit industrial park. It has focused on "taking good steps, building ecology, and laying a foundation" in the industrial park, and has made every effort to promote the smooth progress of various work with the "foresight" of planning and research, the "precision" of ecological support, and the "acceleration" of project attraction and introduction.

Lin Bin pointed out that in 2024, the integrated circuit industrial park will enter an "acceleration period" of park construction and investment attraction, as well as a "key period" for the industrial park to open up the framework, implement projects and supporting facilities. It is necessary to fully understand the importance and urgency of grasping the construction of the industrial park, further unify thinking, strengthen collaborative linkage, enhance overall synergy, and promote the orderly connection and efficient implementation of various work in the park.

Lin Bin emphasized the need to strengthen responsibilities, overcome difficulties, accelerate the resolution of constraints, provide favorable service guarantees for the construction and implementation of projects in the park, and continue to exert efforts in promoting the identification of projects, strengthening mechanisms, and improving levels. Based on the current situation and with a long-term perspective, precise investment promotion and forward-looking layout should be carried out in conjunction with the industrial chain of the park. Scientific allocation of intelligent manufacturing plants, road transportation, living facilities, and surrounding sceneries should be made to reserve upgrading space for future development, and continuously improve the carrying capacity and attractiveness of the park. It's necessary to find the right positioning, cultivate comparative advantages, actively explore the establishment of a "handshake" channel between scientific and technological resources and industrial parks, and leverage the innovative advantages and policy functions of research institutes such as the Eastern Institute for Advanced Study (temporary name), the Yongjiang Laboratory, and the Ningbo Institute of Materials Technology & Engineering, Chinese Academy of Sciences, and so on to inject a continuous source of scientific and technological innovation power into the high-quality development of the park.
