In the afternoon of November 28, Tong Huaqiang, Deputy Secretary of the CPC Zhenhai District Committee and District Mayor of the Zhenhai District, presided over the Executive Meeting of the Zhenhai District People's Government. At the meeting, attendees learnt the spirit of General Secretary Xi Jinping's important speech made at the opening ceremony of the seminar for leading cadres at the provincial and ministerial levels to learn and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, and the spirit of Wang Hao, Secretary of the CPC Zhejiang Provincial Committee and Governor of the Zhejiang Province, delivered at the Municipal Party Secretaries' Symposium, listened to the report on the implementation of Zhenhai District's fiscal revenue and expenditure in 2024 and the next step of budget management policies, and asked for instructions on the implementation of further promoting the marketization of urban public facilities management and maintenance in the Zhenhai District. It's pointed out at the meeting that doing a good job in fiscal budget work plays an important supporting role in economic development, social stability, and so on. We must firmly establish the idea of "living a tight life", continuously optimize the expenditure structure, firmly grasp the bottom line of the "three guarantees", and ensure stable economic development and maintain overall social stability.

The meeting emphasized that accelerating the market-oriented management and maintenance of urban municipal public facilities is an important measure to promote the improvement of urban management quality. We need to strengthen the integration of management and maintenance forces, further improve implementation plans, control prices, set standards, improve quality, refine management and maintenance standards, optimize management and maintenance mechanisms. Relevant functional departments should strengthen their awareness of integrity, strictly monitor quality and efficiency, and effectively promote the steady improvement of management and maintenance levels.
