Responsibilities
He is responsible for development and reform, social development (common prosperity), key projects, natural resources and planning, paired assistance and regional cooperation, grain and material reserves, industrial economy and information technology, digital economy, science and technology, statistics, taxation, administrative approval management, public resource transaction management, state-owned asset management and state-owned capital investment and operation, work safety, emergency management, policy consultation, government affairs openness, government supervision and assessment, government office administration, business environment, value-added reform of government services, national defense mobilization, ecological environment, and the development of key zones including the Yongjiang Science Innovation Zone. He assists in work concerning finance. He presides over the work of the Administrative Committee of Zhenhai Economic Development Zone.
He is in charge of the District Government General Office (Office of the District Advisory Committee), the District Development and Reform Bureau, the District Economic and Information Technology Bureau (District Digital Economy Bureau), the District Science and Technology Bureau, the District Statistics Bureau, the District Business Environment Construction Office (Reform Office of the CPC District Committee), the District Emergency Management Bureau, the District Government Offices Administration, the District State-owned Assets Center, the Zhenhai Investment Holding Group and the Zhenxing Group.
He maintains liaison with the District People's Congress, the District Committee of the Chinese People's Political Consultative Conference, the District Supervisory Commission, the District People's Court, the District People's Procuratorate, the District Policy Research Office, the District Letters and Visits Bureau, the Branch of Natural Resources and Planning, the Branch of Ecological Environment, the District Social Governance Center, the District Tax Service, the District Information Office, the District Cyberspace Affairs Office, the District Federation of Industry and Commerce, the District Association for Science and Technology, the Yongzhen Company, the Administrative Committee of Ningbo National High-tech Industrial Development Zone, major engineering institutions stationed in Zhenhai, the Ningbo Institute of Materials Technology and Engineering of the Chinese Academy of Sciences, the Yongjiang Laboratory and other sci-tech innovation platforms.

He currently serves as Member of the Standing Committee of the CPC Zhenhai District Committee, Executive Deputy District Mayor of the District People's Government and Deputy Secretary of the Party Leadership Group of the District People's Government.
