On September 18, Lin Yalian, Vice Chairman of the CPPCC Ningbo Municipal Committee and Secretary of the CPC Zhenhai District Committee, went deep into grass-root units and front lines to carry out investigations of and researches on new rural construction in the Zhenhai District. She emphasized that the whole district should thoroughly study and implement the spirit of the important speech of general secretary Xi Jinping on the issues relating to “agriculture, rural areas and farmers”, conscientiously implement the Central Committee’s decision making plan and the working requirements of the provincial Party committee and municipal Party committee, give priority to the development of agriculture and rural areas, develop characteristic industries, promote environmental improvement, improve rural style and promote the increase of farmers’ income, and promote the construction of beautiful countryside in a real and high quality way, so as to enable the mass public to enjoy the sense of gain and happiness. District leaders, including Yu Quanyun, Lin Weiming, Cheng Zhenming and Sun Dahai, participated in the activity.
In the morning on that day, Lin Yalian and her delegation paid visits to the Yingzhou Village of the Jiaochuan Sub-district, the Yongwang Village of the Zhuangshi Sub-district, and the Changhong Village of the Jiulong Lake Town, investigating the plans of these villages for new rural construction and comprehensive rectification of village environment, etc., inquiring in detail project planning and the problems that had been encountered during the construction. She required that every relevant department to provide full support to charming rural construction projects, and that town (sub-district) and village cadres to implement their main responsibilities, make up their minds and work harder to plan, construct and operate projects well one by one, so as to make farmers rich, agriculture strong and rural environment beautiful.
At the symposium held later on, Lin Yalian had in-depth exchanges with representatives and planning and design teams of relevant departments, towns (sub-districts) in the district to learn more about the new rural construction planning.
Lin Yalian stressed that it is necessary to strengthen guidance for planning, firmly establish a systematic thinking, consider the functions, layout and forms of villages as a whole, handle the relationship between long-term and short-term, overall and local, and further deepen and refine the planning schemes to ensure that the planning is forward-looking, scientific and feasible, that it is necessary to develop characteristic industries, further promote the economical and intensive use of land, further combine agriculture, culture and tourism, speed up the development of home-stay economy, rural tourism, rural culture and innovation, and delicate agriculture, so as to strengthen the vitality and new impetus of rural development, that it is necessary to highlight regional culture, work on innovation instead of full demolition and construction, pay attention to the excavation of traditional culture, inheritance of historical relics, realize that “every village is unique”, and apply the concept of “nostalgia remembering, home feelings retaining” throughout the whole process of charming rural construction, that it is necessary to strengthen environmental sanitation management, further promote the “3 Revolutions” of garbage, sewage and toilet, improve the long-term mechanism or management of farmland and river environment, and highlight the beauty of nature, ecology and humanity in rural areas, that it is necessary to strengthen the style of pragmatism, adhere to the principle of being practical and taking the initiative, and insist and be good at doing well once get started, and that it is necessary to respect the wishes of farmers, widely collect opinions and suggestions of villagers, fully tap and give play to the roles of local elites, maximize the support of the majority of villagers, and truly do a good job.
